The British Property Federation's Planning Manifesto has been unveiled by Sainsbury's Planning chief, Sue Willcox, Property Week reports. Ms Willcox said that Britain's town planning system has been criticised in the past for being "over-complex and impeding economic growth". She called for "reform [to] the way we work", citing the case of developers who, she said, had been forced to "resubmit entire applications" because of what she called "very minor changes". According to Ms Willcox, delays arise when councils become concerned about "judicial review of decisions", so they feel the need to ask for "too much information". The British Property Federation (BPF) has said the manifesto would "encourage improvements" that would be "vital for the delivery of new homes and other large projects". Removing existing planning delays and uncertainty is necessary for progress, the BPF said. It recommended that developers should be encouraged "to contribute resources" to help local authorities. In addition, the BPF called for "formal and mandatory planning training" for councillors, to encourage informed decisions. |
