An industry expert has warned that there are rogue elements within the private rented sector but that "most other areas of economic life" are the same.
Mydeposits.co.uk is a company run by Tenancy Deposit Solutions Ltd that offers tenancy protection schemes.
David Salusbury, chairman of mydeposits.co.uk, said that he was not quite sure about the extent of the problem with rogue landlords.
Mr Salusbury explained: "Unfortunately, there is a lot of determination amongst some of the rogue elements to continue without regard for the law and for the regulations governing the letting of private residential property."
He continued: "There is something of a problem but we must not exaggerate it."
Of the 341 disputes that mydesposits.co.uk handled in its first year of operating between April 2007 and March 2008, the company favoured tenants in 86 per cent of cases and in almost half of those cases saw tenants having their full deposits returned.
