Ed Miliband, secretary for climate change, has reportedly refused to deny that air quality laws will be flouted as part of plans for a third runway at Heathrow.
Residents around the airport could be subjected to nitrogen dioxide levels in excess of new limits set by the European Union that will come into force in 2015, the Evening Standard reports.
The shadow transport secretary, Theresa Villiers, suggests this is "further evidence" that the government is prepared to press ahead with the plans regardless of the "consequences for the environment, health and quality of life" of people in the surrounding areas.
In July, a BBC Panorama show broadcast allegations that BAA and the government manipulated noise and emissions statistics to support their case for a third runway at Heathrow.
This week, the BBC quoted Colin Matthews, chief executive of BAA, as saying the airport will adhere to strict noise and pollution controls and it understands that the number of flights can only be increased if they can "safeguard levels of noise and air quality".
