The Confederation of British Industry (CBI) is recommending a change to employment law that would see an 'alternative to redundancy' scheme set up.
Under proposals made to the government, businesses would be able to put workers into the initiative for up to six months instead of making them unemployed.
In return for staying at home, the employees would receive £128 a week, according to the Herald newspaper.
The government would pay approximately 50 per cent of this money - the equivalent of the job seekers' allowance - while employers would contribute the rest.
"We considered various forms of wage subsidy and support for short-time working, but this approach is better," commented John Cridland, deputy director-general of CBI.
At the end of last week, the Telegraph reported that BT Group is willing to offer tens of thousands of its workers a year off if they take a 75 per cent wage cut.
