The Police Federation of England and Wales has written to the home secretary asking that future independent pay decisions are upheld by the government.
Written by chairman Paul McKeever and general secretary Ian Rennie, the letter asked Jacqui Smith to change the Police Act 1996.
The hope is that situations such as that which occurred last December when Ms Smith agreed to a 2.5 per cent payrise but refused to backdate it to the date suggested by the Police Negotiating Board - will be avoided.
If the changes are not made, then the federation is going to considering pushing for officers to be given the right to take industrial action.
The letter stated: "To redress the balance, to secure appropriate recompense for the current bar on industrial action, to show respect to our members and the Police Federation, we seek your confirmation that you will introduce an amendment to the Police Act 1996 to provide that the Home Secretary is bound by the decisions of the independent arbiter of any future police officer pay agreement."
Laws banning police officers from striking were introduced in the mid-1990s.
