The tribunal system has been overhauled as a key part of the Tribunals, Courts and Enforcement Act 2007. There will now be a new two-tier structure that is designed to create improved and consistent standards for those who use tribunals and to strengthen the system.
Those tribunal jurisdictions which are currently administered by the Tribunal Service will be transferred to the new First-tier and Upper Tribunal system.
Commenting on the system which came into force on November 3rd, justice minister Bridget Prentice, said:
"Tribunals deal with more than 500,000 cases a year ranging from those involving the most vulnerable in society to multi-national businesses and therefore it is vital that the system is truly effective and serves their needs.
"Bringing together and strengthening the expertise from a wide range of specialist tribunals will ensure that users remain at the heart of the service."
There will be onward appeal rights from First-tier to the Upper Tribunal system which will create new statutory appeal rights for some jurisdictions.
For others it will mean that appeal rights can be bought within the tribunals themselves rather than the courts.
In 2007-08 tribunals handled 635,000 cases and made 549,000 decisions, the Times reports. |
