Those who cohabit should not be given the same legal rights as those marrying, a thinktank has said.
The Centre for Social Justice rejected the notion in a report on marriage in Britain entitled Every Family Matters.
Commenting on the publication, founder of the body Iain Duncan Smith said to do this would "undermine" marriage.
He added: "We have to do more to warn people that they can only secure the legal protection of marriage by getting married."
The former Conservative leader's comments could influence the policies of a future Tory government, which might make it more important for cohabitees not planning to marry soon to draw up a legal agreement to protect their assets.
Cohabiting couples wanting to do this may wish to speak to family law solicitiors.
Figures from the Office for National Statistics for the most recent available year - 2006 - showed that marriage rates were at their lowest since 1862.
