New plans have been announced for a register of landlords, a move intended to protect tenants and those landlords who abide by the rules.
Responding to the Rugg Review on the residential rental sector, the government also pledged to increase the regulation of private lettings agencies and give more support to landlords through local authorities.
Housing minister Margaret Beckett said the moves should help protect tenants and good landlords alike.
She also revealed new rules to allow tenants at least two months notice before they have to leave if their landlord is repossessed.
"It is not right that tenants through no fault of their own can be forced to leave their home at a moment's notice if their landlord is repossessed, which is why we are intending to change the law, " Ms Beckett remarked.
Those keen to establish their rights as tenants or landlords can see a solicitor to deal with any issues they have.
Commenting on the announcement, the Royal Institution of Chartered Surveyors director of external affairs, Gillian Charlesworth, remarked that it "covers all the ground we believe should be tackled".
She said the measures should now be implemented as soon as possible.
