Tenants are in danger of being exploited by unscrupulous landlords due to inconsistencies in the way the issue of registration is approached in different parts of the United Kingdom, it has been claimed.
The National Landlords Association (NLA) has noted that in England a comprehensive database of landlords is proposed, including their names and the addresses of their rental portfolio.
In Scotland an existing database has been criticised as weak since 25 per cent of landlords are not on it and the law is not punishing them, the NLA stated.
Northern Ireland's assembly opposes landlord registration and there are no proposals to introduce a Welsh database.
NLA chairman David Salusbury warned that to prevent unscrupulous operators "taking advantage of tenants and bringing the private-rented sector into disrepute", more "targeted action" is required to enforce existing regulations.
Tenants with a landlord dispute may wish to contact a property lawyer about their rights.
The Association of Residential Lettings Agents has also called for more government help to protect tenants against rogue landlords.
It has noted that many sales agents have turned to the lettings sector due to the depressed property market, despite not having the necessary qualifications.
